The why, I would guess, might have had something to do with how difficult it was to purchase a new car in the Soviet Union. The country had a lot of talented engineers and craftsman who built lots of creative homebrew cars to deal with that. Guy might have found a wrecked Pobeda in a junkyard, or had one himself, crashed it, and couldn't get a new one in decent time.

I don’t know, the attached article mentions the OKB (design bureau ) attached to the Chelyabinsk Tractor Plant . I hav e the feeling this was meant to be the prototype for something,   Stalin only knows what at this point .
